Foreign user’s regional settings not working in uploading into ARM

We're a global company, General Motors (GM) and have gone though our first wave of parallel testing and simulation for a February ARM go-live.  Our global users aren't very happy with the upload process.  It appears that the templates, dates / times, uploading dollars (commas and decimals) need to be in all English (United States) formats.  Any other format doesn't work, so we had to tell about 1,000 users to go to Region and Language and change everything to English, upload the information, then change it back to their original setting.  They could potentially have to do this a few
