Shipment Consolidation - Freight Handling Code

My understanding after reading E1: 49: Shipment Consolidation (Doc ID 625512.1) is that freight handling code is part of the criteria for shipment consolidation.

I tried this in our development environment and get mixed results. BRR freight handling code is separating shipments for the same shipto/date/time etc.

Prepaid,freight handling code PP, is consolidating with freight handling code blank.  Is this by design? The business would like prepaid shipment NOT to consolidate.
