Enforce Full Time Equivalent Hours

Hi,

We have a requirement where employees should not be able to charge for straight time labor cost exceeding the FTE hours,  Even though the options are set at the Implementation Options, I am not seeing where the application enforces it.  Is there somewhere else that this is set or how can we enforce it?

Also if a week spans two GL periods are we able to apportion the hours and cost accordingly?
