Local authentication fails after upgrade.

After recently upgrading a lab VM SD to 7.3 MR2 P1 and changing the admin password due to later password requirements,  I am  unable to use the admin account to push files to the SD.  Authentication works with TACACS,  but local authentication does not allow write to flash.

Is there a way to reset the "admin" user system rights to allow write access?
