workflow shows ship notified, but delivery show not ready for release

We are using EBS version 12.2.4

We have one order line, the line status is shown awaiting shipping and the workflow status is shown ship notified step. But the delivery is showing not ready for release. The pick list will not print.

In this case, what is the next step can be done for the order to be released? Lots of functional people are out today and I am not very familiar with functional area. Gurus, please advise. Thank you.
