Rate setup question

We are setting up fuel surcharge (FSC) rates to use the weekly price of on road diesel published by the US Department of Energy on Monday's and is valid for the following Tuesday through Wednesday.  For orders shipping after that Wednesday, I need to we setup OTM to use the current weeks FSC when planning orders for future dates that fall out of that weeks surcharge when rating orders.

How can this be done in OTM?

Is there the option to have OTM 6.4.1 to display all calculated rates rather then cheapest similar to the Rate Inquiry screen when set to Rates?  Planners would like the opportunity to select different carriers if they feel the cheapest carrier is not the best choice.  I seem to remember older versions of OTM gave that choice.
