Item branch record created from a purchase order

Could you please confirm if it is possible to create an item branch record from a purchase order. This is a stock item and line type used is S.

Item branch record was created immediately after purchase order was created and the program id in the item branch record is EP4310. Could you please confirm on how this can be done?

Ideally, it should throw an error when the item is not available in the branch plant. In this case it allowed to create a purchase order before the item branch record was available. Please confirm if this scenario is possible. Thank you so much.
