2016 ACA - Phase 1, Archive Error

Has anyone tested the Benefits ACA Archive Process for 2016 after loading phase 1 patch 24733720?  I don't know if I'm forgetting some step, but I have the patch loaded in a cloned instance where payroll for 2016 year is not completed nor has year-end been run.  I was thinking I could test this anyway to see some preliminary results.

When I run the Benefits ACA Archive Process for the 2016 year, it only processed 3 people (according to the log files), and they all had this error:

Cause: FDPSTP failed due to ORA-20001: :

ORA-06512: at "APPS.FND_MESSAGE", line 509

ORA-06512: at "APPS.BEN_ACA_PERSON", line 7283
