WIP Material Transaction form wont display our job (Released job with Predefined S/N), cannot issue

R12.2.4 - WIP Material Transaction form (WIPTXMAT) won't display our job so we cannot issue material to it.  Diving into the LOV on the field, it appears it doesn't want to display the job if the SERIALIZATION_START_OP field is populated.  This is the same problem we saw on the Completion Transaction form.  

Why do these MAT TRX forms exclude serialized jobs?   How should we be issuing material to these jobs?   They are RELEASED jobs, but we dont want to issue material to them until needed, in some cases, so need to be able to pull up Released jobs for Predefined S/N end units.
