The 'Add to Favorites' option is missing from the Tools exit

Hi,

I am having a rather weird issue related to the favorites functionality.  Particularly the option 'Add to Favorites' is not available through the 'Tools' exit  where that is not the case via the menu navigator

It seems to me that it is related to the tools release but I can't find any information in the knowledge garden
