Is E53537-01 JDE Translation Tools Guide still relevant for JDE 9.2

We want to apply some language translations in JDE 9.2 and have been trying to use the documentation in E53537-01 Translation Tools Guide which says it is for 9.2 and has a date of October 2015.

When we first try to use Translation Tools by going via GH791 (or directly to P7900) we get an SQL exception error for "table or view does not exist". When we click through that error on the form we get the following screen with a "Peoplesoft" header.

When I asked my CNC contact about this he says he thinks this functionality was removed in about version 8.9 and that the table wasn't provided by Oracle in our Pristine environment, which is why we get the initial error.
