Sales or Use Tax on the same supplier in EB Tax

We want to automatically calculate Sales tax or  Use tax (Self Assessment Tax) based on the supplier invoice. if the supplier submits the tax in the invoice, we will calculate Sales tax otherwise Use tax. How this can be achieved?Supplier has one site only. How this can be achieved using the standard functionality in EB Tax.
