Why won't Oracle Restart start my DB after a server reboot?

I have Oracle Restart enabled on 7 databases but one of those databases won't start after a server reboot. I can't seem to find a difference in the configurations to figure out what I need to change. Where is the log that I need to check to figure out why it won't restart? All other services restart (ASM, DG, HAS, etc.). I can manually start the DB just fine.
