1095-C Covered Individual Workfile Build

Need clarification or instruction on an issue I found when processing the 1095s.

I ran the build and started spot checking some of the employee records.  I have an instance where an employee had Employee+Family coverage at the beginning of the year but made a life-style change to Employee+Child(ren) coverage in February.  Part II - Employee Offer and Coverage is showing correctly, with 1E entered in the All 12 Months field for line 14 and 2C in the All 12 Months field for line 16.  But Part III - Covered individuals is not correct.  It seems to only be pulling the latest enrollment record.  It's showing where the spouse was only covered for
