could EBS data guard with same hostname after switchover?

I am a fresh man ,please help to clarify the following question.

EBS R12.1.3 with DB 11.2.0.4

Primary and standby has same architecture. DB and Apps services are on same machine.

There are many dblinks on EBS DB.

when switchover, EBS DB and Apps switchover together from primary to standby.

could EBS data guard keep the hostname unchanged (IP address is different) after switchover from primay to standby ,with dblink work well on new primary?

if yes,please provide the relative document.
