Message39 & No Active Application Add-Ins for BI Publisher Template Builder for Word

I have BI Publisher Desktop 11.1.1.6 installed in Word 2010.  When I load BIP Word template with xml data I got Message39 and I also found out that there is no Add-Ins for BI Publisher Template Builder for Word.

Please let me know if you saw this issue before and have any suggestion
