Issue with Configtool while re-configuration

Dear All,

We are on 11.1.2.3.700.

we have recently upgraded from Win Srv 2008 Standard x64 to Enterprise edition.

While I try to open configtool and say Next, it throws below exception in the logs and closes automatically.

I tried to clean registry but didnt help.
