Stop Posting for a certain period / GL Date Period

how can I prevent users from posting any transactions in F0911 and F03B14 for a certain period or GL Date

Lets say that we need to prevent the users to post any transactions to those table for Jan 2017

The data dictionary for those items are not supported for row security? any ideas
