Itinerary from CAN to USA - Bordercrossing issue

We have following scenario: While shipping from CAN to USA we need Border Crossing stop in out TL shipments but we do not want border crossing stops in our LTL shipments. For this we have created two itineraries one with LTL as mode profile and other with everything else than LTL mode profile.

Both itineraries are marked with following:

Multi-Stop Itinerary - checked (even for LTL – LTLs are not Multistop, but when we stop marking it stop working)

Deconsolidation Pool – checked

Math Deconsol Pool to Dest – checked

Auto Consolidation Type (in list leg) = Multistop into one Equip

The issue we are facing is when we plan group of orders (same source in CAN to same destination in USA, all orders well within LTL limit – individually less than 300 CUFTs)  going from CAN to USA with each order small enough to go thru LTL (by Volume limit 300 cuft), OTM plans all of them thru LTL rather than creating one bundle and planning TL (which is cheaper by $2500 than all combined LTLs).
