perinces R12.2.4 OPP GC overexceed limit error

We have 2 OPP processor Active in production. We have experienced that thought the OPP processors are showing the status as 'Active' the concurrent jobs end with Warnings.

It looks like OPP processors are clogged and can't expect any more request.

When and how I can determine if the processor is clogged and can't expect any more request.

There was one job that ended with Warning this afternoon in production and after that I'm seeing all jobs are going to only one processor. Could be that one of the processor is clogged due to GC ?

How does the system determine which processor to run the post-processing job?
