Inventory quantity is not transfering from a particular User

I am processing receipt of inventory items and set INSPECTION in while inspecting receipt but when I do manual bin to bin transfer it gives the error that there is no quantity in Inspection location. I am getting this error from particular user.

Kinldy help if I am missing some permission.
