Adding Tax and Shipping charges in Sales Order Creation

Hi ,

I am trying to add tax information at the sales order line level . But when i am doing so , the tax amount field is not editable under Pricing tab. Can you please help me with the process of adding the tax information at the sales order line level. And at the same time when i add Freight cost to my Delivery line , this amount is not being updated at the Charges field of Sales Order. Please help me with the process of adding shipping charges to my sales order.

And also please let me know if there is any existing API , to add the Tax and Shipping Charges information from the back end.
