Web Form Issue

I migrated web forms from 11.1.2.3. to 11.1.2.4 and now it's showing blue highlights on certain accounts in the new web form.

I compared the web form settings and they are exactly identical between the two forms.
Has anyone seen this behavior before with the blue shading and how to remove it?
