P4312, Receiving with Receipt Routes and Lots assigned by Next Number

We are working with receipt routes and basic lot numbers.  We have purchased an item that has multiples purchased, and the supplier sends a notice at a later date to say that so many units have been shipped in so many lots.  Based on the information, the goods are received into a receiving route and are held until the physical lots arrive.

Item is set to Lot Processing Type = 2 Next Number

P4312 Lot Numbers are allowed (Processing tab, Option 4 = 1)

When we perform P4312 Receiving, with a Rec Opt as 1, we expected to see a lot created.  Instead we see that the goods are received into the receipt route but no lot is created.
