Is it possible to make PO Main Page view only?

We are using EBS version 12.2.4

In order to follow SOX and Segregation of duties, we want to remove some functions of the existing responsibility or make it query only.

Under the AR user responsibility, there is hidden menu called XLA_SL_DRILLDOWN with no prompt in the menu and within this menu there is a function call PO Order Main Page (PO_ORDER). First of all, is it even possible to make this JSP page view only? If it is possible, then by changing this JSP to view only will that affect the functionality of the responsibility? Other than the intended, not able to create PO function? Gurus, please advise. Thank you.
