Does ReIM v15 allow to create and maintain reason codes from front end?

ReIM v15 Operations Guide states that "this release of Invoice Matching application doesn't provide a dedicated screen for reason code maintenance. As such, the reason codes would need to be defined via back-end." However, is this true?
