Siebel System Admin, Install and Upgrade (MOSC)

Enable Siebel Composer and Enable EnableResponsive component param

I have installed Siebel 16 vanilla environment in Redhat Linux 6.6. Siebel is up and running fine

But I can not see EnableResponsive parameter in my object manager which is required to enable Siebel Composer.
