Is there a way to log who is changing EPS structure?

Is there a way to log who is changing EPS structure?  Our security model requires us to allow a certain level of capability to move projects and EPS nodes to different parts of the EPS structure.  We seem to have a user who doesn't realize this affects more than just him.
