Personal Forms button not on all forms/applications

We are rolling out Personal Forms in a new install so we don't have to go through FDA, but are finding several key applications that don't have the Personalize Form icon.

Does anyone know if there is a way to "turn this on" for these forms or whether Oracle has a release schedule for when these other applications will be added?

Examples are:

Operation Search/History (P31B94)

Harvest Workbench (P40G032)
