Webcenter Portal Toolbar Menu Items Do Not Restore on Browser Maximize

Webcenter Portal 12.2.1.1.0

When the web browser window of our portal page is reduced in size to a point where it is too small to fit all of the top navigation toolbar menu item text the tabs/item text is hidden from view and an overflow icon appears that looks like >>.  When the window is then maximized the menu items text does not return.  You have to refresh the page to get them back.  In other words, it appears to be dynamic when reducing the size, but not when increasing the size of the browser window.

This is my first OTN question, please guide me if I'm not in the right group or should open an SR instead.
