FCCS Data Management - Open Batch Procedure

I am trying to setup Data Management (loading an FCCS application from the Cloud) to automate an Open Batch procedure to Import, Validate and Export the data.  It works fine if the definition only contains the "Import from Source" Parameter (it Imports and Validates).  If I also include the "Export to Target" parameter, then the whole procedure fails and the following detail is in the Process Detail log:

2017-01-05 18:55:42,992 INFO  [AIF]: Executing open batch for file: a_FCCS_Actual_Dec-16_RR.txt

2017-01-05 18:55:42,994 INFO  [AIF]: Data rule FCCS_Actual already exists in system. Using this.

2017-01-05 18:55:42,997 INFO  [AIF]: Data rule name: FCCS_Actual
