Problems using If-then-else in CWB Employee Statement

Does anyone know if we can use an if-then-else statement in the rtf templates for employee statements in CWB?

I am trying and not having any luck - it is not erroring out but instead printing the entire If statement out, I must have a syntax issue.

Here is the syntax that i am using.  Can anyone see what is wrong with it?  Are we even able to use syntax like this in the rtf files for CWB statements?

<?if: CPI_ATTRIBUTE7 != '' then

Proposed Annual Salary:

else if CUSTOM_SEGMENT1 = 'SBU 1' then
