Chicago Bag Tax - $0 menu item tax - Micros 3700

Does anyone know the best way to program and collect Chicago's new disposable bag tax? They came up with a 7c out of disposable bag that we don't charge for.  One of my idea was to program a button to ring them up as a $0 menu item  that has to be ring up manually as not in every cases we can collect it then find a way to apply 7c tax to a transaction, however, all the Micros tax algorithm doesn't like zero.  Is there any way to configure flat rate of 7c tax so it's added any time
