Cannot initialize local db in IP16 Tools

Hello,

I am unable to perform a local db initialization in Siebel Tools IP16. This is for a new install of IP16 with Patchset 6 on Windows 64bit machine.

The errors in the upgwiz.log are:

UpgradeLogUpgradeError100000002586f068c:02017-01-06 10:01:01ODBC Error: Unable to connect to ODBC Data Source (LOCAL_XE) using Login (SIEBEL).
