How to implement Folder level security in Webcenter Content?

We have created a few Framework Folder. These folders are attached to a user defined Security Group (as we cannot put the Security Group to public/secure). We have a certain set of users associated with this Security Group and until then we don't have any issue.

Now there comes another user who is not there in this Security group and needs to access one of the sub-folders. We were trying to give him the privilege to do so by adding him to the ACL user list. But this user doesn't get to browse anything.

Can you please assist in achieving our functionality.
