Putaway Plan ID not found.

Receiving putaway from third party using "INVENTORY_PUTAWAY" service. Ran INPZPWFB (IN Inventory Putaway). Getting Putaway Plan ID not found error. Tried running INS3500 (IN Putaway Plan) report before running INPZPWFB still getting same error.
