EBS Iprocurement - Unable to receive PO after patches applied. Bug?

We use today Oracle EBS 12.2.4
After the upgrade we applied some patches (22749475 & 17505148) for Iproc. After that we are not able to perform receive for our PO. Iproc cannot simply find/search the PO that has been approved in the workflow. We are performing the exact same steps in both instances but it still doesn't work in one of them.
Oracle claims this is intended functionally and this is really weird since we only applied some patches. I have attached 2 zip files with screenshots from the working instance and non working instance. As you can see in the screenshots I am doing EXACTLY the same steps in both instances but with different result.
