Smartview submission are factor 1000 lower

We have recently migrated to the latest HFM 11.1.2.4.203 and Smartview 11.1.2.5.600. We are now experiencing the following new Smartview issue

If a cell has no data in it the initial submission in an adhoc data grid is a factor 1000 too low.  The next time that the data is submitted the correct value is reported.   Our standard data representation is in 1000 and data is stored in unites.

I originally did not have the issue but  managed to reproduce the error by changing the regional settings on my computer.  Changing the Scale setting from Default to Thousands resolved the issue for are Revenue / Asset accounts but anything defined as a Balance or Flow account is then shown as factor 1000 too low.  If I enter the same data in an HFM Data grid these issues do not occur.  Has anyone encountered any similar issues.
