Error: Employee Rate Not Found P00191 / F00191

This error has started popping up in the work center(s) since the first of the year. Based on my past experience, this seems to be a manufacturing related table. However, it is popping up on the R42800 as well. Why? It doesn't seem to be a real error as other processing can continue. What would cause this to begin happening? We are on 8.10 and have not taken any ESUs.
