Information Requested on Tool for Querying DB

I'm need to know what tool Oracle EBS Functional System Users utilize to run Database queries for use in Analysis and /or upon the request of Oracle Support Engineers.  Is TOAD or My SQL the recommended Tool or another tool?  Is it common for EBS Functional System User to have access to the EBS database?   Please advise.
