Do we need One View to be able access watch list feature?

We are going live on EnterpriseOne JDE 9.1 Update 2.  9.14 Tools. We have set up the security for me to access watch list but do not get the icons mentioned in the helps. Have set up the H95/UO UDC.

So now wondering if we needed to buy One View to get the Watch lists. What are the MTR's for Watch list.
