EIT data to be edited in middle of transaction

Hi,

We have a requirement where there is one process for EIT "Violation Process" in which there are several segments. Out of the segments, two segments are for Employee Justification.

Now the manager initiates the transaction and fills the segment of EIT and keeps those two segment blank. Now it should go to Employee for justification where he will receive the data filled by manager and only the two segments are editable for him in that transaction. Once employee submits the justification it will go back again to manager for approval and for further approval. I want to implement this requirement.
