WatchList is disabled

Hi all,

While we are try to configure WatchList from security workbench application (p00950) we find (Web Object Security) option is disabled as you can see in the following image. What are required setup to enable WatchList?

note: we are on Tools release 9.1.5.7 and Application release 9.0.
