Unable to find manual modifier in sales order form

I have to apply a manual modifier to a sales order. The modifier set up is done. Sales order created. Actions> View Adjustments> when clicked on modifier number - a note is displayed- The list of values shows no entries. The modifier is set at line level.

I have set the following profile options at application level - Order management

1. OM: Discounting Privileges - Full

2. OM: List Price Override Privilege - Unlimited

I have also ran the programs-

1. Build Attribute Mapping Rules

2. QP: Maintains the denormalized data in QP Qualifiers with parameter as modifier number

Please suggest.
