Setting up a new payroll

We are setting up a new payroll - new employees, new payroll ID, new work groups (some union), new overtime rules, new DBAs.

Does anyone know an existing document to outline a new setup? Or can anyone provide a list of items that I need to make sure to setup?  I want to make sure that I am not missing anything.
