Why would my applications user database accounts be locked and expired after 12c database upgrade?

Good Day.  I just run though the rdbms upgrade from 10.2.0.5 to 12.1.0.2 using dbua for my EBS 12.1.3.  After completing dbua all my application database accounts (apps,applsys, gl...) where all blocked and expired.  Has anyone else seen this?  I am assuming I just need to run FNDCPASS to reset them.   I had the SEC_CASE_SENSITIVE_LOGON set to TRUE, I have changed it to FALSE and reset the APPS and APPLSYS accounts back to their original passwords.
