P43250 Work with Routing Statuses

We have two steps in the process, TRAN and STK. As I understand this, when the sales order is ship confirmed, it populates the P43250 with items and quantity. The operation sequence is 1 TRAN.

when we receive the product, movement row exit or form exit, move  shown rows, the operation code moves from TRAN to STK. This happens most of the time but sometimes, it does not move that code.

When it does not move the code, it still moves the product in the item ledger but the code stays at TRAN. When it is at TRAN, it will allow it to be moved again and it moves even more product even though all product had been moved prior.
