Freeze ST/OT for MRP

Hello,

We have a branch plant entering ST/OT orders because they "know" that there is up-coming demand from a customer.  No orders / forecast exist.  The idea is that the ST/OT would be the "demand" needed for the creation of WO messages to produce the item.

We are finding however that MRP is giving us cancel messages instead.  How can we get the ST/OT to create the demand?  I read something about freezing the OT but cannot find anything more about that.

We are on tools / apps 9.1.
