spa report analysis

Hello experts,

                      In our environment there are some big tables with statistics locked and became stale as per dba_tab_statistics.I came to know that this was done as statistics gathering made query slow though I can not believe this until and unless oracle code is hitting some optimizer bug.

Anyway I was trying to generate a spa comparison report using a SQL tunning set and generated in a sandbox environment refreshed from actual system.I am attaching the report but surprisingly it shows some negative impact for SQL where associated tables are not in the below list.I am confident that nothing was changed in the system part from gathering stat for below table.If I show this report to management I am sure they will not allow gathering stats in original system as overall impact is -ve.Please suggest how do I proceed?
