Licenses application user for financials vs for FMCC

We have a total of 27 licenses, 22 for JDE financials and 5 for Financial Managemt & Compliance Console (FMCC).

How does the license differ for FMCC?

Meaning, if we *only* will have a user doing inquiries in FMCC (not running the data population jobs) then can we create a separate userid for that user and assign him only security to FMCC transactions and the userid

would not be part of the financials (22) licenses)?
